The digital divide is also a learning divide
Access to a device or an internet connection is often treated as a basic condition for digital learning. It is important, but it does not tell the whole story. Children may have different opportunities to use technology for schoolwork because of differences in household resources, learning environments, prior educational experience, or support from adults and teachers.
The available education indicators do not measure digital access directly. Instead, they help us examine the wider inequalities that shape whether technology can become a meaningful educational resource. This distinction matters. A connected household is not automatically an equally supported learning environment.
What the education inequality indicator measures
The Our World in Data indicator on inequality in education examines how unevenly formal educational attainment is distributed within a country. It uses years of schooling among adults and applies the Atkinson inequality measure.
This is a distributional indicator. It asks whether educational attainment is spread relatively evenly across a population, rather than simply asking how much education people receive on average. A country can have a relatively high average level of schooling while still containing substantial differences between groups.
The indicator is especially attentive to the lower end of the distribution. In practical terms, this means that the educational experiences of people with less schooling have a strong influence on the measure. That makes the indicator useful when considering digital learning: technology may expand opportunities for some learners while leaving others behind if existing educational disadvantages remain unresolved.
However, the indicator should not be read as a direct measurement of children’s access to computers, broadband, online platforms, or digital learning materials. It describes an educational outcome across a population, not the availability or quality of a particular technology.

Why gender comparisons need careful reading
The second indicator compares the average years of schooling for girls with the corresponding average for boys. It is a categorical comparison focused on gender.
This indicator can reveal whether girls and boys have similar educational attainment at the population level. It may point to a broad gender gap, a broad gender balance, or a pattern in which girls’ average schooling is higher than boys’ average schooling. Each pattern requires interpretation in context.
A comparison of averages does not describe every child. It can conceal differences within each group, including differences related to household income, location, disability, language, migration, or access to reliable technology. It also does not show who uses digital tools most effectively, who receives help with online work, or who is excluded from particular forms of digital learning.
For readers in different countries, this is a central caution: gender equality in one educational measure does not establish equality in every part of the education system.
Reading the two indicators together
The two measures answer different questions. The first concerns the overall distribution of educational attainment. The second concerns a comparison between girls and boys. They should not be treated as interchangeable rankings or as evidence of a single cause.
Read together, they can encourage better questions. Is educational attainment broadly shared? Are there important gender differences? Do national averages hide unequal experiences among smaller groups? What kinds of digital access are necessary for learners who already face educational barriers?
These questions also show why digital inclusion must be understood as more than connection. Meaningful participation may depend on the reliability of service, the suitability of a device, accessible content, digital skills, time for study, and human support. None of these conditions can be inferred from an education-attainment indicator alone.
From access to meaningful participation
The most useful lesson is methodological as well as social. Data about education can reveal patterns of inequality, but each indicator has a defined purpose. A measure of educational distribution should not be presented as a technology-access measure. A gender comparison should not be treated as a complete account of gender equality.
For policymakers, educators, families, and researchers, the practical challenge is to connect indicators without collapsing their differences. Digital access questions should be studied alongside educational attainment, gender patterns, and other relevant evidence. This makes it easier to identify whether technology is widening opportunity, merely reproducing existing advantages, or reaching learners without giving them the support needed to benefit.
Digital tools can broaden learning opportunities. Whether they do so fairly depends on the educational conditions surrounding them. The first step is to read the available evidence carefully: understand what each statistic measures, recognize what it leaves out, and avoid turning a broad national pattern into a claim about every child.
